SECTION 1. - All working men and women, regardless of race, creed, color or nationality, employed in, on or about any and all passenger or other transportation facilities, or public utilities and allied industries, and in any other employment which the International Executive Council decides is appropriately within the jurisdiction of the International Union, and off icers, staff representatives, and employees of the International Union and of any Local Union are eligible for membership.

SECTION 2. Persons having supervisory power shall be eligible for membership subject to the approval of the Local Union and the International Executive Council.
