Both chambers of Congress are in recess this week for the Presidents’ Day break. Before adjourning, they were able to push through a compromise to extend unemployment benefits, as well as the payroll tax holiday, through December 31. Upon their return next week, we expect action on the Surface Transportation Bill to pick back up.
